Russia's Lukoil to build biofuel plant in Romania |
|
Russian oil major Lukoil, which owns the Neftochim oil refinery in Bulgarian city Burgas, will deploy crop-derived biofuel installations in Romania, said the Bulgarian reprehensive office of the company.
The news broke after Russian news outlet RBC Daily initially reported that Lukoil had similar plans for a scheme in Bulgaria which were later denied.
Neftochim itself produces non-crop biofuel since 2006. The fuel has a 5% bio component and complies with the Euro-4 fuel standard. All Lukoil pump stations around the country have been geared up to sell the biofuel produced at Neftochim.
According to RBC Daily, Bulgaria processes only half of its 1 mln ton sunseed crop, shipping the remainder to Turkey. That resource could stay in the country and be used for the production of biodiesel.
The Russian publication comments that biofuel projects are currently cheaper to implement outside Russia. In Bulgaria, for instance, there are EU-sponsored mechanism to stimulate the production of biofuels. |

Companiile romanesti vor putea accesa, in acest an, fonduri structurale pentru proiecte in sectorul energetic in valoare totala de 17 milioane de euro, au declarat, in cadrul unei intalniri cu agentii economici, reprezentantii Organismului Intermediar pentru Energie (OIE) din cadrul Ministerului Economiei si Comertului (MEC), informeaza NewsIn.
"Din cele circa 600 de milioane de euro pe care UE le aloca Romaniei in perioada 2007-2013 pentru proiecte energetice, in 2007 vor putea fi accesate 17 milioane de euro, in 2008 - aproximativ 50 de milioane de euro, urmand ca pe parcursul anilor, fondurile sa creasca la peste 100 de milioane de euro anual", au spus oficialii OIE din cadrul MEC.

EU Wants "Industrial Revolution" in Energy Sector |
The European Commission is taking steps to make the energy sector more efficient and environmentally friendly. Just how radical the path will be is still uncertain. Meanwhile, renewable energy use is up in Germany.
In an effort to increase competition in the energy market, reduce reliance on energy imports, and improve climate control, the European Commission has drafted a two-sided plan to reform the energy sector.
The commission wants to transform "Europe into a highly efficient and low CO2 energy economy by catalyzing a new industrial revolution, accelerating change to low carbon growth and, over the period of years, dramatically increasing the amount of local, low emission energy," it said in a draft released Thursday, as reported by Reuters. |

Proposals back use of renewable fuels but fall short of a unified power market
BRUSSELS: European Union officials challenged governments Wednesday to loosen their grip on national energy sectors, calling for a fresh wave of competition and investment in infrastructure and technology to ease dependence on powerful exporters like Russia and to combat global warming. The region needs a new "post-industrial revolution," said the European Commission's president, José Manuel Barroso, announcing a number of energy proposals. "We have already left behind our coal-based industrial past. It is time to embrace our low-carbon future." The package is one of the largest ever presented by the commission, although it was watered down by France and Germany, where governments oppose the breakup of their national electricity companies. EU officials also backed away from earlier, more ambitious targets for cutting emissions after energy-intensive industries and workers' groups warned of threats to profits and jobs — especially if competitors in the United States and elsewhere did not follow suit.

Goana pentru combustibili "vegetali" ne ocoleste. Solutiile pentru stimularea productiei si a folosirii biocarburantilor ajung invariabil pe terenul fiscalitatii. Franta a gasit solutia radicala: anularea taxelor. Incepand cu 1 ianuarie, Ministerul francez al Economiei si Finantelor (MEF) a anulat toate taxele aferente unei proportii de cel mult 85% de bioetanol in benzina, autorizand comercializarea amestecului la pompele distribuitorilor, potrivit Reuters. Fata de cei clasici, carburantii "bio" sunt inca mult prea scumpi, preturile fiind prohibitive pentru utilizarea lor pe scara comerciala larga. Atat Comisia Europeana, cat si guvernele tarilor membre cauta solutii sa stimuleze productia si folosirea biocarburantilor, astfel incat consumul acestora sa atinga parametrii propusi, de 2% din total, anul acesta, de 5,75% in 2010 (cote care vor deveni obligatorii) si de 8% in 2015 (cota provizorie). Germania este cea mai avansata in domeniu, biocarburantii constituind deja 5,4% din consumul tarii. Marea Britanie este printre fruntase, iar guvernul danez pune la cale un plan de a ajunge anul acesta la proportia de 2%. In Uniunea Europeana se produc peste 1,4 milioane de tone de biodiesel si 0,4 milioane de tone de bioetanol, dar anul trecut, consumul de biocarburanti abia a ajuns la 1% din total, ceea ce a provocat "frustrari" la Bruxelles, potrivit firmei de cercetare de piata Global Insight. |

BEIJING, Dec 20 (IPS) - China's biofuel industry is booming thanks to voracious demand for energy to power the country's high-flying economy. Applying modernised versions of ancient chemical processes to convert crops and oils into energy sources, Chinese entrepreneurs have created a profitable "green business" with plenty of room to grow.
But worried over surging crop prices China is now clamping down on the use of corn and other edible grains for producing biofuel. While it wants to support the growth of alternative energy sources, Beijing says the issue of national food security should take precedence over the country's green agenda.
"In China the first thing is to provide food for its 1.3 billion people, and after that, we will support biofuel production," the state-run newspaper People's Daily quoted Wang Xiaobing, an official at the Agriculture Ministry 's crops cultivation department as saying this week.

Atestarea standardului biodieselului este un proces complex care incepe in primul rand cu alegerea unei tehnologii adecvate pentru productie. Este cunoscut faptul ca nu toate tehnologiile existente pe piata pot asigura premizele unui standard de calitate in ce priveste biodieselului. Controlul strict al specificatiiilor materiilor prime, procesarea conform normelor actuale tehnologice si asigurarea unui proces de purificare (spalare) performant sunt pasi obligatorii in fluxul asigurarii calitatii. Controlul calitatii se realizeaza in laboratoare atestate pentru testarea biodieselului si trebuie facuta in conformitate cu standardul EN 14214 si a metodelor recomandate de acesta. Subliniem ca in Romania nu exista in momentul de fata oferte comerciale adecvate in sensul testarii corecte si complete a biodieselului pentru atestarea standardului, desi exista tendinte de acceptare a unora dintre acestea ca standard pentru organismul de control. De altfel, in Europa, numarul de laboratore de inalt nivel specializate in acest sens nu este spectaculos, tocmai datorita faptului ca numarul de teste si complexitatea acestora necesita tehnologie si costuri de analiza destul de mari, care se justifica doar in contextul unui numar mare de analize. Oricum, in conditiile in care piata din Romania incepe sa creasca semnificativ la capitolul biodiesel, este necesar sa gasim modaliti simple si eficiente de testare/atestare, fara insa a eluda analize importanta ca nivelul de trigliceride, digliceride, monogliceride si concentratia finala de metale monovalente si divalente in biodiesel. U.K. fears disaster in climate change |
|
LONDON Britain warned Monday that failure to act swiftly on global warming will have a cataclysmic effect on the global economy, and said it was stepping up efforts get other nations involved.
A long-awaited report predicted apocalyptic effects from climate change, including droughts, flooding, famine, skyrocketing malaria rates and the extinction of many animal species. These will happen during the current generation if changes are not made soon, the report said.
It said the costs related to climate change, if it is allowed to continue unmitigated, could devour as much as 20 percent of the world's gross domestic product, or GDP.
"The consequences for our planet are literally disastrous," Prime Minister Tony Blair of Britain said in a speech discussing the report, which is one of the most comprehensive attempts yet to predict the economic impact of global warming.
"This disaster is not set to happen in some science-fiction future, many years ahead, but in our lifetime," Blair said. "What is more, unless we act now, not some time distant but now, these consequences, disastrous as they are, will be irreversible." |

Mangus, partener in proiectul BIG-East |

Mangus este partener in propunerea de proiect pentru promovarea tehnologiilor de productie ale biogazului in Europa de Est "Biogas in East Europe", depus in cadrul programul Inteligent Energy Europe si acceptat de IEE la inceputul anului.
Proiectul isi propune sa faciliteze informarea factorilor de decizie si fermierilor in ce priveste noile tehnologii de producere a biogazului, cu aplicare locala sau sectoriala. Oil companies request fiscal aid for biofuel |
|
Petrom, Rompetrol and Lukoil have expressed interest in investing in the development of biofuel refineries if the Ministry of Economy and Trade (MEC) agrees to grant fiscal aid for this type of activity. Representatives from the three companies met with Minister of Economy Codrut Seres Tuesday, presenting to him a series of propositions for the promotion of bioethanol and biodiesel on the Romanian market, according to an MEC press release.
